Circuit Breaker Sentencing

Circuit Breaker Sentencing is a court-ordered intensive youth rehabilitation program to restore safety where you live.

The Queensland Government is inviting organisations and interested parties to partner in the delivery of the new Circuit Breaker Sentencing program.

The program will:

  • offer an alternative to youth detention through intensive, structured, and evidence-based rehabilitation
  • emphasise discipline and consequences to rehabilitate youth offenders to prevent reoffending
  • offer wraparound social and health services
  • include structured activities, including ‘hands-on’ learning—for example, in agricultural activities or livestock management where youth can gain practical knowledge and the skills needed to help get them back on track.

The program is supported by an $80 million investment over 4 years and will be delivered in 2 facilities in remote locations in regional centres, located in:

  • northern Queensland
  • south-east Queensland.

The program will cater for a combined capacity of up to 60 youth offenders for up to 6 months.

Expressions of interest are open

The Queensland Government is now inviting suitably qualified organisations to submit expressions of interest (EOIs) through a procurement process to deliver:

  • program and service delivery; or
  • facility management and property operations; or
  • both program and service delivery and facility management and property operations.

Organisations are invited to express their interest in the following locations:

  • North Queensland; or
  • South Queensland; or
  • both North and South Queensland.

How to submit an EOI

  1. Visit VendorPanel to access the EOI submission platform (registration may be required).
  2. Gather all supporting documentation required to support your EOI.
  3. Submit your EOI before 12pm AEST, 23 July 2026.

Program delivery is expected to commence in 2026.
