Kate is committed to ensuring the experiences of victims and survivors inform government decision-making. Drawing on her strong background across justice and human services, she understands how policy is developed, how systems operate and where opportunities for reform exist.

Through engagement with victims, survivors, frontline workers and stakeholders, Kate, supported by an experienced team, identifies systemic barriers and emerging issues affecting people's experiences of the justice system and related services. She uses these insights to provide evidence-based advice to government and drive improvements for victims of crime in Queensland.

Kate recognises that systemic issues often arise when structures and processes work against the best efforts of the people within them. By identifying recurring themes across victim-survivor experiences, she helps shape practical reforms that improve system responses and outcomes for victims and survivors.
