Streamlined agreements

We fund non-government organisations to deliver a range of frontline services that enable vulnerable Queenslanders to improve their lives.

We currently use two streamlined agreements:

service agreement – to be used for the majority of service delivery funding
short form agreement – to be used for services or activities that are low risk and generally for funding under $100,000 per annum.

Alignment to whole-of-government standard suite of contracts

The whole-of-government standard suite of contracts is the basis for our streamlined agreements including:

service agreement - standard terms and
(short form) terms and conditions.

The standard suite of contracts provides the standard terms and conditions for all social services funding across the Queensland Government. Further information about the standard suite of contracts is provided below.

The service agreement

The streamlined service agreement is used for the majority of service delivery funding and comprises two parts:

whole-of-government standard terms and
funding and service details

The funding and service details have been developed to align with the whole-of-government standard terms and detail the specific provisions for the funding and contact details and includes one or more funding schedules.

The funding schedule forms part of the funding and service details and prescribes the funding and the services to be delivered and reporting requirements.

The short form agreement

The streamlined short form agreement is designed for services or activities that are low risk and low value. The short form agreement comprises two parts:

whole-of-government (short form) terms and conditions and
particulars.

There are two versions of the particulars:

particulars for service provision
particulars for non-service provision e.g. events, products or minor assets.

Where an organisation is funded for service provision of a low risk, low value activity and has a streamlined service agreement in place, the funding may be added to the service agreement though a funding schedule, rather than entering into a separate short form agreement.

The standard suite of contracts is to be used by all Queensland Government agencies as a basis for contracting the delivery of social, economic and cultural services, for the provision of funding to community organisations, and for sponsorship arrangements.

The standard suite of contracts facilitates a contemporary, consistent, ‘One Government’ approach to contracting of social services and is designed to make it easier to do business with government.
